The current Durham UDO defines a family/housekeeping unit so that any number of related individuals may occupy a dwelling, while where some or all occupants are unrelated the total number of unrelated occupants generally may not exceed six, subject to the UDO's stated exceptions and reasonable-accommodation provisions. Building/fire-code occupancy, specialized residential uses and private lease/HOA rules can impose additional property-specific limits.
Raleigh's current UDO defines a household as one or more persons occupying a dwelling unit, but when not all occupants are related by blood, marriage or adoption, a household may contain no more than four unrelated persons. A facility renting individual rooms to more than four unrelated persons for periods over 30 days is a separate boardinghouse/group-living use, with Raleigh's boardinghouse standards limiting total occupants to six and imposing additional use conditions.
Current Chapel Hill Housing Choices standards generally cap the cited housing forms at four unrelated persons: up to four unrelated people total in a same-lot single-family house + accessory apartment; up to four in a cottage and four in the single-family house; and no more than four unrelated persons per unit in two-, three- and four-family housing. Detached primary/accessory units on separate approved sublots may each house up to four unrelated persons.
