Raleigh defines compensated lodging of 30 days or less as short-term rental. STRs are a Limited Use in specified zoning districts and every operator must obtain a zoning permit. The permit number must appear in advertising and at the property; operators must keep a lodger list for three years and comply with fire/building/housing and tax requirements.

Chapel Hill defines STR as compensated rental for less than 30 days. A primary-residence STR requires the operator to live on site at least 183 days/year and is permitted in almost all zoning districts; a dedicated STR is limited to commercial and mixed-use zoning districts. A Zoning Compliance/STR permit is required when a home is rented more than 14 days/year, and the assigned permit number must appear in advertising.
