UT's dining-hall page lists credit/debit prices of $11 for breakfast, $13 for lunch and $15 for dinner, before tax, along with lower Dine In Dollars/Flex prices. A parent or other visitor can therefore dine as a paying guest. The residence-hall unlimited meal plan page does not advertise a separate pool of free parent guest swipes, so do not assume the student's unlimited access covers a guest.
