What does FERPA mean for parents of a UT Austin student?

UT's Registrar states that FERPA rights apply to UT students regardless of age and that students control disclosure of non-directory education records. Federal guidance permits disclosure to parents in limited circumstances, including when the student is a tax dependent, in qualifying health or safety emergencies, and for certain alcohol or controlled-substance violations involving a student under 21. These are exceptions to the general student-control rule, not unrestricted parent access.
